Norinchukin Bank Europe (NBE) is looking for a Medior Non-Financial Risk Manager who wants to play a key role in strengthening and professionalizing non-financial risk management within an international banking environment.
This role is well suited for an experienced risk professional who combines analytical strength with a pragmatic, hands-on approach and who is ready to take greater ownership while continuing to grow towards a senior role.

The Role
As a Medior Non-Financial Risk Manager, you will contribute to the design, coordination, and continuous improvement of the Bank’s non-financial risk management framework within the second line of defence. You will work closely with the Head of Risk and senior stakeholders across the organisation, combining policy development, risk assessment, and monitoring with advisory and reporting responsibilities.
The role offers broad exposure to operational and non-financial risks in a regulated banking environment and provides the opportunity to further develop your expertise while having a visible impact on the Bank’s risk culture and resilience.
Job requirements
Key Responsibilities
Non-Financial Risk Framework & Governance
Contribute to the development and enhancement of the Bank’s non-financial risk framework, including risk taxonomy, risk policies, and procedures
Support harmonisation of non-financial risk practices with Group and Head Office standards, identifying gaps and proposing improvements where needed.
Actively monitor regulatory developments (ECB, DNB, EBA) related to non-financial risk and assess their impact on the Bank’s framework and processes.
Act as a key functional owner of the GRC tool for non-financial risk within the second line of defence, including risk taxonomy, control libraries, and process hierarchies.
RCSA & Risk Monitoring
Coordinate and support the end-to-end execution of RCSA cycles within the GRC tool.
Plan, coordinate, and challenge RCSA cycles in cooperation with the first line.
Set up and execute a Key Controls, Risk Monitoring Programme and control testing.
Review and challenge data completeness, consistency, and quality of RCSA and control data captured in the GRC tool.
Incident & Outsourcing Risk Management
Monitor, analyse, and follow up on incidents, including root-cause analysis and escalation.
Coordinate with the UK office on non-financial risks related to outsourced processes.
Contribute to outsourcing and third-party risk assessments, including criticality assessments, ongoing monitoring, and risk reporting.
Advisory, Reporting & Stakeholder Management
Act as a trusted sparring partner for first-line management on non-financial risk topics, balancing challenge with practical guidance.
Liaise with other second- and third-line functions (Legal & Compliance, Information Security, Internal Audit), both locally and at Head Office level.
Prepare the non-financial risk sections of periodic Risk Management reports for the Risk Management Committee and Supervisory Board.
Contribute to strengthening risk awareness and risk culture across the organisation through trainings, workshops, and continuous dialogue.
Systems & Data
Support the maintenance and further development of IT systems used for non-financial risk management
Contribute to defining and updating user requirements and specifications for risk tools
Support post-implementation optimisation of the GRC tool, identifying enhancements, simplifications, and automation opportunities.

Hands-on ownership of key non-financial risk processes, including RCSA, GRC tool and risk monitoring
The ability to independently prepare and explain non-financial risk reports to senior stakeholders
Trusted collaboration with first-line, second-line, and group stakeholders
Candidate Profile
We are looking for a motivated and experienced risk professional who enjoys working in a growing, international organisation.
What you bring:
5–8 years of experience in risk management within banking or financial services, with solid exposure to non-financial risk
Good knowledge of banking regulation and supervisory expectations related to non-financial risk
Strong plus if experience with RCSA, GRC tools, key risk indicators and controls testing
Strong analytical skills combined with a pragmatic, hands-on mindset
The ability to engage, challenge, and advise stakeholders at different seniority levels
A collaborative mindset and a passion for building and improving processes from the ground up
You thrive in international, multicultural environments.
Fluency in English is required. Dutch or Japanese is an advantage but not mandatory.
