Why this role?

We are strengthening the Operational Planning function within the CFO domain in response to increasing business complexity, regulatory requirements, and reliance on outsourced operations. Our daily back-office operations and related system developments largely depend on outsourcing to our parent company (the “Parent”). While the Parent is the primary operator and system user of the daily back-office operations, accountability for regulatory compliance, operational integrity, and system design ultimately resides within NBE. In addition, new product initiatives and ongoing process changes require structured planning, clear requirements definition, and effective coordination across business, systems, and outsourcing partners. This context has created a need for a dedicated role to ensure that outsourced operations and systems remain efficient, compliant, scalable, and aligned with the CFO domain’s strategic objectives.

The role at a glance

As an Operation Planning Officer, you will design, execute, and continuously improve operational planning, manage outsourced operations, oversee system delivery and enhancements, ensure regulatory reporting, and support new product implementation. You will lead service quality monitoring (SLAs/KPIs), BRD preparation, requirements definition, testing, and workflow design, ensuring efficient, robust, and scalable operations aligned with CFO domain strategy.

Job requirements

What you will do

  • Outsourcing Management – Manage service delivery of outsourced operations, including monitoring, reviewing, and improving SLAs and KPIs.

  • Strategic Planning – Design and implement the operational roadmap, with a focus on automation, risk mitigation, and scalability.

  • Operational Infrastructure – Lead the implementation and ongoing optimization of operational systems, including preparing business requirement documents (BRDs), defining requirements, and ensuring alignment with evolving technical standards and data integrity requirements.

  • Daily Operations & Regulatory Reporting – Plan, perform, and ensure the quality of non-outsourced daily back-office operations and regulatory reporting handled by the team, including SFTR daily reporting, core banking system ticket handling, and settlement activities (backup).

  • Collaboration – Work closely with outsourcing partners (including Japanese IT subsidiary company) and internal stakeholders including Finance/Regulatory Reporting, Risk, IT/Data Management and Front Office.

  • Framework & standards – Establish, maintain, and enhance the daily back-office control framework, including policies, standards, control objectives etc.

  • Change & projects – Support system and process changes such as new product implementations, system migrations, and regulatory changes; review requirements and perform testing and control assessments.

What you bring

  • Experience – Minimum 3 years of relevant experience (settlement operations, outsourcing management, business analysis); nice to have: Experience using SWIFT Alliance Cloud and ESMIG Portal in U2A mode and Participation in projects to transition operations from U2A to A2A.

  • Reporting & accounting – Working knowledge of bookkeeping

  • Tools & data skills – Advanced Excel.

  • Ways of working – Detail‑oriented, analytical and structured; able to challenge independently while partnering constructively with the stakeholders.

  • Language – Business-level English and Japanese.
